Search any recent GeM bid for All-in-One PCs and you will find the same eligibility line: open to Class I Local Suppliers, or Class I and Class II only. For the fastest-growing form factor in government offices — the AIO PC — Class I local content status has become the deciding factor between who can bid and who watches from the sidelines. Here is what a Class I local content AIO PC actually is, and how buyers and dealers can source one with defensible certification.
An AIO PC qualifies as Class I when at least 50% of its value is added in India — calculated as the product's value minus the value of imported components, parts and services, as a percentage of total value. For an All-in-One this typically requires substantial domestic manufacturing: local board-level assembly and integration, domestically sourced components where available (memory, storage, chassis, panel integration), local testing, packaging and value engineering. Simply importing a finished AIO and boxing it in India does not come close; even importing a semi-knocked-down kit and screwing it together usually falls short of 50%.
Government demand for AIO PCs is surging — they save desk space, reduce cabling and suit the modern e-office. Because domestic AIO manufacturing capacity exists, most AIO tenders are restricted procurements where non-local suppliers are excluded entirely and Class I suppliers enjoy purchase preference. A department specifying Class I ensures policy compliance and audit safety; a dealer offering a Class I product gains access to tenders the majority of competitors cannot enter.
A Class I claim is only as strong as its paperwork: a local content certificate from the manufacturer stating the percentage for the specific model, certified by a chartered or cost accountant where bid values demand it, current, and consistent with the bid declaration. Buyers should verify the certificate names the exact model being supplied. Dealers should never bid Class I on the strength of a verbal assurance — obtain the certificate before submission.
Class I AIO PCs are sourced either directly from the Indian OEM on GeM, or through dealers carrying bid-specific OEM authorization (MAF). For dealers, the OEM relationship is everything: you need current Class I certificates, fast MAF issuance for each bid, datasheets that match GeM parameters, and units manufactured to the accepted specification so third-party inspections pass.
